I am unable to upgrade to Power. This month’s payment is supposed to be paid today, if that has anything to do with it.

I believe it's due to the fact your renewal is today.. Wait for that to clear and the next month to start, to then do it.

Yeah, I think the error is occurring either due to the other payment being in process mode or that the payment system doesn't deal with such low amounts (7 cents)
