Does anyone have a fix for this type of issue ONLY in the late evenings?
I’ve switched routers 3 times, had my ISP out 3 times, reset my connections and everything else with no luck.
I've tweaked the shadow client more than I care to admit, also, with no improvement.
I'm at a loss.
SOME nights are OK but I'd say 80% of the time, the below photo is how bad my connection is.

Are you using a router than only you have connection or you’re sharing it with other people?
Also on what datacenter you are?

The only people who have access to it is my family but they aren't doing anything heavy at this time and my connection is fine all day up to this time.
Plus, my internet speed is more than capable of multiple devices, assuming this was the case.
I've been on a more local data center as well and it's the same issue.

Sounds like generic local peak time congestion, aka ISP overselling.
To ISPs as long as the internet is on and it hits the guarenteed speed (if they have one) there's nothing wrong.. Latency and packet loss they don't care about.
It could also be somewhere a long the way is having issues during peak and also having congestion/re-routing issues. You'll need to run pingplotter or similar during these times to find where the increase is.

It could be due to the maintenance they've been doing recently, if you look on the status page (https://status.shadow.tech) you can see that some of the maintenance times are around 8pm est and that causes partial service disruptions and outages. That could be what's affecting your connection, and if it isn't try what was stated above.
