What do you mean no help? You open a ticket, you get an automated email saying ticket opened then a support agent will get back to you.
Only they can deal with account/billing problems
This happened to me when trying to use paypal through shadow, i had to manually enter the card into their site and it took the money. try different payment methods and see if it takes the money.
it keeps taking $1 but it dont take the rest of the money
It's going to charge $1 to verify that the card is valid. Every payment processor is different though and as Pip said, support has the tools to see what stage of the payment process you're in.
