Yes, Shadow had problems with this issue for months ( so it happened that certain servers don't have Windows activated ) and a lot of other users had this problem. You can see if you search at the top right, how many users had this problem. The solution is to contact support which they are able to manually activate.

What it says is your organization has reached there max activation key limit and they are to contact there provider for more keys witch they have not done
It's a simple fix but they are not clearly
