The reason why I'm setting it to 70hz in the first place is testing for a new display I'm getting. This even happens when I set the bit rate to 5. Would this just be limitations with my local pc?

CPU/GPU spec of local PC? And make sure to disable windows GPU scheduling on shadow, it's incompatible

Also when I set it to my normal but rate cap(35), it doesn't even get to the cap

Your local GPU is struggling indeed and most likely throttling as it's a bit hot for just video decoding...

Yeah cooling isn't going to be a thing cause it's a poor old laptop trying it's best lol

Even at these same temps, it runs fine when set to 60hz

It just means that your local can't cope to decode more, it could be because cpu is throttling because of temperature or it's not powerful enough for more

Would you have any recommendations for a PC or something dedicated to only using shadow?

I would use the shadow ghost, but shadow is dropping support for it soon enough I think

Cheapest best device you may find in ebay and now no longer maintained is a shadow ghost. Best device for shadow would be an Apple M1+ device....
