Any ideas on this? Packet loss has been causing stutter and limited playability recently.

Looks like a overloaded, flagging, router dropping packets.

In your shadow client click "send logs" then take the code it spits out and put it in a ticket. Be sure to included your packet trace picture you posted as well.
