If the download affected on your Shadow, that's nothing to do with your connection. Try a speed test on Shadow to make sure it's not just Steam related. If the test is weak, try shutting down your Shadow for at least 20 minutes. If nothing works, contact support via ticket from your account
Steam servers might be overloaded as well because of the holidays. It happened before, but shouldn't be that super slow anyways
You can try clearing your Steam download cache. To do so: On your Steam client, click Steam, then click Settings. Click Downloads, then click CLEAR DOWNLOAD CACHE
and restart the Steam Client
That's something, still not the best but better. I guess that's all you can do on your end. Maybe a shutdown for 20 minutes (that will assign a different IP for your VM, in case if it's routing related but I doubt that)

Do you use a second monitor?
normally, the mouse should be locked (win+alt+m)
and make sure that the Shadow Client is in full screen (win+alt+f)
Oh, I see. macOS is a bit different from the Windows based client regarding to HUD devices and the way it handles them. Do you have another mouse to test if that works? If not, I'd suggest you to submit a ticket to Support through your account page and the dev team will help you solve the issue.
