I am on the fence to get a France membership and get the power upgrade once available. My main doubt is if I will be able to transfer all the files from the cloud pc to a Spain based server with power upgrade once the Spain servers start running this fall.

Probably not.
There's no data retention when transferring to another DC on your demand.
And don't get a France membership. You can't lie on your address.
Wait for Spain to open.
