I think the hair and clothing look stiff because there is no movement in them, nothing indicating wind or movement on the water.
For example add a few hairstrands that fly around, do the same at least to the middle part of the bangs and make the bow on her dress move in the wind too. it's just some details but it will help the illusion : )
