Well, I'm no expert in art or criticism, but if it helps, for me the hair isn't bad at all 👍

i'd suggest darker shading under the chin and around the bangs. also define the hair more; defining the chunks and strands more/ darker shadows between the layers. super cute art btw:)
ahh I love your style! for the hair, I recommend thinking of it more as a chunk with lines instead of as individual lines. I used to do the same thing with the smear brush, don’t worry! The hair is already good, I just think adding more solid shading would help. Sometimes it’s best not to smudge it. I think it’s also good to make it clear where the light is coming from. I don’t mean make it dramatic shading, but if you look up references you can usually tell where the light is coming from in the photo. I recommend using those as models for rendering as well. I’d also make the shadow a bit more orange-redish (something like that) and not just a darker skin color. It makes it look more vibrant and natural instead of the grayish color you get from making the original skin color darker. I hope this helped!
Love it. In my opinion, the hair needs some more defined structure and hard edges. It's a bit too blended and that makes it look kinda "jello-y", if that makes any sense.
