I feel like these backgrounds and panels look really not cohesive and ugly. Does anyone have any advice on how to fix them?

Heyho i think there might be a few reasons why you feel like the panels and backgrounds are not working
The backgrounds are in a completely different style from the characters. The trees and clouds look like premade assets with entirely different shading styles and they clash a lot with the characters. If they are premade assets I get using them especially for something like a webcomic but I think you should find a way so they blend in with the same style as the characters. Also i think just how the characters are standing in a big open field doesnt allow them to meaningfully interact with the environment besides just kind of standing there awkwardly. You could avoid this by having different camera angles that prevent all of the pages from looking samey. rember to practice backgrounds, good background art can rlly make a webcomic stand out
Also a reason why the pages might not be feeling very cohesive is because there isnt any flow or key points of interest to the panels. Its hard to explain for me so i'd suggest looking up tips for composition or page layout in comics for more in depth info but ill try anyway. Basically you need to use the panels and stuff in the panels to guide a viewer's eye seamlessly across pages. Its probably a lot trickier to do dynamic page layouts in the webtoon format so idk read webtoons that are able to figure it out and get inspired or maybe take inspo from movies and tv shows since they are constrained with a single aspect ratio
