I think it's less about it being empty and more of a focus issue.

there's a lot goin on, and it makes it hard for the viewer to focus on the main thing in this art piece (which i assume is the character)

what I reccommed is to change up the composition of the piece, right now the pole has more detail, is bigger and takes more space on the art which overpowers the main character. either move the perspective away to make room to the character to be in the middle instead of being to the side

or fade the train to make the focus be on the character if you don't want to redraw the entire thing ^^
