Other then a general overall critique of my character design, I was wondering if this color scheme was too confusing, too busy, or anything like that

I love the design ! So cute id say the colors aren't too busy but it lacks a highlight ( one bright eye-catching feature)
If you want a more harmonious or brighter color scheme you can try referencing cosmog for her colors:
You can see that cosmog's underside has a bright purple/pink highlights that is very eye-catching and the color scheme is pretty similar to your oc. Maybe her bang could be a bit brighter to create contrast.
If cosmog's bright colors aren't what you're looking for you can change the hue to study the color values and adapt to your character.
