The mouth dosent seem to follow the face, perhaps angle it abit more
Yes certainly, now all you need to do is lighting on the face and it’ll look amazing

OMG that looks amazing! The only suggestion I have is that the hair on the right follows a direction that is a little more vertical if the character you are drawing is still (because gravity would pull the hair down and have that effect)
I want to say at the beginning that you did an amazing job and me giving critique like this doesnt make your art bad or anything close! 
Basically just lots of parts of it are not even I pointed it out with arrows. Its generally easier to see things like that if you draw a guidline or flip the canvas horizontaly.
With the anatomy the shoulders being too short stick out the most, you probly just wanted them to fit the canvas. I used to do that a looot. If you outline the neck I find it too long.
I like your colouring, its really clean and soft. But maybe you can try out more vibrant colours for the lips and see if you like it.

this is a 3d model of a head that this artist made to make light references. learning shading and what is hit by the light is a big thing, especially if you want the shading to be accurate and not make it look like it's everywhere.
