this is kind of all over the place tbh. you should start by centering the head with the torso so the neck can come straight down (or at least at a realistic angle), the jaw should be more symmetrical, the eye should be a way smaller, im not gonna say anything about the nose or mouth since those seem to be more art style related which is fine. make the shoulders more symmetrical.
other than that just keep drawing and maybe watch a view video's and you'll slowly get less shaky lines, better anatomy etc.
if you want to do colored art i recommend watching a video on color theory, however that can be kind of complicated so maybe save that for after you learn anatomy.

I recommend for the head, trying to base it off of real people(if you are looking for realism), or watching a video (if you are looking for both realistic and cartoony styles)
I recommend starting off with a rough sketch of a circle. Find a good spot for a chin and draw two imaginary lines on the circle where the chin should start. Connect them and your chin is complete. To draw the jawline I personally draw some symmetrical lines

I would definitely practice some realism from reference, even if you don't want to mainly do a realistic style it will help you understand your subject better
