I’m working on a commission for my younger brother for a tattoo! He’s already gotten part one tattooed (the first photo below), and I’m working on part two now. I feel like it’s both cramped and not filled enough. Just looking for some suggestions on how to compose the piece a little more cohesively.

Youre lacking line quality(?) or smth like tha on the 2nd one. Its an axe(?) or some sort of weapon, so u want that to be the emphasis, you should add more details on the axe/sharp part of the axe instead of the rod. The axe itself has super thin lineart on the bottom part, unless you look closely, at a glance the design/lineart just looks like decor. Also recommend not adding too much little detail, cuz again, it could take focus away from the axe :DDD you could probably add more near the head of the axe instead of its rod tho.
