#Need help with character design

Hi! The concept is very cute and even if i am just an hobbyist i hope these few tips would help you.
First, think about the reference you choose, about the feeling you want to communicate. Design based on object is not only about making the thing look like the reference, but to make it "feel" like it too.
This is where the subjectivity comes in, so please do not trust my words on it, but when i think about that type of icecream i imagine something fluffy, soft, rounded and plump, In that sense, your design maybe doesn't evoke the same feelings since, for example, the skirt looks kind of stiff. Again, you don't have to follow my feelings about this, just think deeply about what is your intention here, Is it to communicate the fluffiness of the icecream? Or to emphasize the dread of waiting for it to crumble down (melt)? There are no right answers, just thoughtful ones!

I'll try reiterating a bit to find something that fits a bit more with the feeling I'm going for
I think if you add ruffles to the bottom of each layer instead of just leaving it sort of wavy it would help adding texture and the sort if feel you get from the bottom part of a scoop of ice cream or the bottom bits of a soft serve. In addition you could darken the bottom layer of the dress to help with the whole cone part of your ice cream
