Are you drawing it flat on the table? When you draw it at a angle it skews the perspective of the face. So, when you finally view it straight on, the features aren't the right size. Also, double checking the references regularly and matching different features against eachother (like mouth and eyes, jaw and neck) to compare the proportions help. I hope this helps : )
