Tone the whole leg with HB graphite then shade the muscles with softer graphite such as 3B to 6B. you want a shadow gradient and not a flat shadow. That will create the illusion of a three dimensional surface.
and break down the planes of the leg into simpler shapes. I think you should imagine the knee as a flat, shaded plane.
