Flat and/or Static Characters are not necessarily Mary Sues, but a lot of people often tend to misconstrue or lump the terms together.
But to answer your original question? Yes, a side character can end up being a self-insert and/or highly overpowered + contrived + flawless. It's not a phenomenon exclusive to protagonists and antagonists.

If you’re having trouble with the sirens call boss, there’s a fun little exploit you can do with the mercenary that destroys flying bosses
When you use his utility skill, if the hit ends inside an enemy the momentum of the attack transfers into the enemy and knocks them into the ground
Flying enemies take crazy damage when smacked against surfaces so it’s super effective against vagrants and units
It’s a bit tricky to pull off but it’s super consistent

Commando - Jack of all trades, really makes up for fact it's easy to build for him.
Huntress - Autoaim, fast but easy to kill. Glass cannon of the survivors.
Engineer - Focuses more on setting up defenses in one place or on the go, in any case is quite powerful and can hold his ground.
Artificer - Air fixed, got quite the powerful kit, but needs focus on the big crowd clean ups.
