Alright, so here is the deal

Character building/progression is generally pretty linear in MMOs

#

You levelup, you get set skills at set levels, and you have no real choices in what skills you get or what they do

#

Sometimes you get a couple of binary choices, like choosing whether you want Version A or Version B of a skill X

#

But even thats not much

#

In terms of actual choice, in the B2P/F2P MMOs I have played I can only think of GW2, PSO2, maybe Archeage (didnt get far enough into it to know whether it goes beyond choosing 3 "classes" and getting their skills) and possibly ESO (again, didnt get far enough in it either, but you know ESO so youre probably more aware anyway)

PSO2's western release isnt out yet, and the japanese version requires a fanmade localisation launcher that is honestly just a pain to deal with, so its Archeage and GW2 primarily

And GW2 is free and has no queue, so Id check it out first

If not, try Archeage, Ive heard good things about it
