but the advantage to "many skills, long cooldown" is that they act more like charges you have to be cautious of when to use rather than a skill you can spam like in GW2 or ESO

There is a degree of flexibility, since you can mix and match main and offhand ones (not 2-hand ones), and there are utility skills
But its mostly weapon-based
I like it because it reduces the amount of skills you have at once
Elementalist for example has 20 weapon skills, but you only use 5 at a time
Swapping between attunements is what makes it fun
I guess itd be easier if I didnt look for PvP MMOs specifically
Somehow the PvP is either non-existant, hardly played, limited or just plain bad

As to FFXIV and modding, yeah, I don't think it's a problem until/unless someone reports you for harassment. You can say, "Yeah, my parser says my DPS was..." all day long. But if you say, "Dude, your DPS sucks, my parser says you're doing less than optimal, I'm going to tell everyone" they're liable to act on it, as you're now affecting other player's experience.
