she has her strengths, and the highest ATS out of the entire cast

keep Elliot on support, run Fie up to tank C, and spread out Rean and Angelica to 1v1 the minions
Alisa can be used to go more offensive and keep everyone's CP topped up
but once the minions go down C is vulnerable to faint so Angelica will pummel him
just make sure both of them have a way to Impede because the minions like to spam Arts

Honestly, from what Ive played of Cultist simulator, a lot of the negative reviews are totally valid
Its just a case of binary reviews not being very useful
A scale of 1-5 would already make things much better
For example Id rate Crosscode and Omensight both as positive, but Omensight was more of a 3-4/5 while Crosscode was an easy 6/5

Which is part of the problem, it's for a magical girl tabletop game with the PCs being side characters of a story involving magical girls... and getting really annoyed at the collateral damage.
Two of the PCs are two refugees, one an older brother who escaped from the Nethergreece setting but has to remain in Tokyo area due to magical reasons, the other being his little sister, who doesn't remember the Underworld stuff.
I'm playing the younger sister, and a friend is playing the brother, already has a solid idea of his side of the powers, but...
(His character's powers are basically going to pass as a psychic ninja, at least that's the misdirection we're using in-story. The GM knows the truth.)
The big problem is I have no idea what power set she'd have, her in-story reason for getting frustrated is she's a love interest and she kept getting caught up in events because of it.

The other problem is that not all of the functions are equally useful, Im running Internationale, and her function seems to just not matter

The agents don't have to be caught and shot, Red can also remotely... "sedate" agents, and even herself. If you use that cleverly, you can provide yourself with powerful boosts at minimal risk.
As for Triangulate(), it comes in handy at early Sankaku missions. I don't know if you noticed, but the red "ghosts" let you hack all those drones, effectively letting you explore the entire level in the first couple of turns, if your PWR suffices.

Sankaku is a pain if you have a combat-focused team. Hacking teams (e.g. Xu + Central) flourish in those environments.

Well, the third agent I got was Draco which is always ... disappointing

MAthematically speaking, Draco is cheaper to bring to max stats, even if you don't get a better gun. If you use K&O sentries and lasers to kill, maxing Draco becomes a dirt cheap and lightning quick process.

Of course, neither getting your agents hurt, nor mass-killing guards are what invisible inc is built for, so I see why those agent perks are upsetting to you. Nevertheless, these playstyles are possible and quite pleasant changes when you've mastered the basics.

"Only useful once things have already gone downhill" - that's true. I don't see what's bad about it, though. One of the interesting things about II is that there's a so-called "failure spectrum", i.e. you can fail and recover from it. E.g. you can get spotted, alert the entire facility, even lose an agent, but still be able to finish the mission and even the campaign, if you play your cards right... Red's ability is just a safety net that gives you some extra power if that happens, shifting the balance. In theory, this could let you play with more risk and more aggressively without getting punished too much
I agree that some algorithms are more useful than others, though. But eh, the same is true for agents so it fits : P
