Navigating multiple modding policies is a big deal-breaker for me. Modding is part of how I get more hours out of my games (as in, a few hundred hours).
Most are cosmetic or UI-related quality of life tweaks, and sometimes there's the odd bug here and there that sometimes devs never get around to fixing
I don't distribute because things get complicated really quickly
I've made a couple custom cosmetic mods for a few people, as long as they promise not to distribute, either
