I have no idea why you have multiple copies of some ships at lower levels that have levels, get Helena up to 70 and MLB using the copies

you don't have enough ships for a working second fleet

#

1 fleet is enough to push you into ch9, then work with leveling from there with oil cap and dorm

#

as a very rough gauge for most of the game before ch10 you want ships with level around 10 times the chapter
