Probably Jervis or 46. Though I recommend max LBing those at 5* to max first.

dont invest randomly into things, u already have enough to reach W13, set long focused thing, Beat W13 or PR Focused things, dont go MLBing without a objective

if ur focus is beat W13 u should care about sandy and make Cheshire, if its PR on general, choice ur firsts them MLB ships that will help on this
