So personally

I would only run 1 fleet if i new

#

You dont spread out your resources to thin that way

#

And lower world is not hard as all that
You can pretty easily kill the boss with 0 ammo debuff

#

So i would run something like
Enty pennsy unicorn
Portland laffey helena here
