Sorry for the delay! And also sorry for all the pics, it ended up more than expected because of all the dupes
So basically if you could help me with which units I should focus on for at least 2 fleets and also whether I should LB them or not
Also if you have recommendations on what PRI to focus first, I'm currently working on Monarch on the last step to get 2mil xp and shes done but I can pause that if there are better ones
The only one I have thus far is Saint Louis
Conversely if you feel I should try to farm a different ship to build for a good fleet please let me know too

there's also multiple ways you could go, so my suggestions will have multiple options for specific slots
mob fleet: hood/rossiya flag + perseus + QE/Gascoµ/saratoga
with a vanguard of

if you want to lean into rossiya's self-buff (which is nice but not crucial), you could go Chapayev + Tashkent + Avrora
buuuut

i might lean more towards Saint Louis (when dev30) + Tashkent/Laffey + Chapayev/Cleveland/Belfast

you don't have a great boss flagship BB, but you have several off-flags
if you could get monarch up to speed
i'd say monarch howe enterprise
although rossiya could be a decent boss flagship
not really seeing a good boss tank either
if you can do portland retro that'd work well
otherwise i guess eugen will have to do for the moment

she and cleveland are pretty similar, and are just generally good at everything
she won't be a major standout, but she's solid

if you got nagato you could do her + akagi kaga. the foxes are generally recommended for mobbing due to the fast launch but they work just as well for bossing when paired with nagato
and now that i think about it, you don't really need a boss flagship BB like how i was thinking
i looked through my dock to see what i was looking for and found surprisingly few
monarch is your best bet. rossiya is kinda like baby monarch, and does pretty well
maybe next week we'll get another strong BB
overall thoughts, though:
- you need more depth in leveled CVs
- you need some more tanks
otherwise

I asked that because I know they make them use more oil but I'm sure you need some LBs at least to progress

yeah, don't worry about oil cost. the LBs are worth it. and once you clear ch9 you have oil caps

whoever you plan to use, yes
backliners in particular get a huge benefit from limit breaks
