And uh, my ships are getting to max level one by one, some are capped at lv100 and some at 70/80/90 because no gold Bulins. What should I be doing? Just farm exp on the lv100 ones?

Does it make sense to raise random ships like Leander or other royal navy ships just for monarch exp?

Why not just level the good ones or the ones you like as well
