well in early game you can use almost whatever you want and not have many problems, but i'll see what i can throw together
something like
Penn Shouhou (Centaur/Oklahoma) + Portland Laffey and like London or Achilles or something

shouhou is a healer; make sure to level her healing skill
and penn has a barrage; that's important to level
your biggest weakness at the moment is a lack of really good BBs. i would try to keep an eye out for Hood or KGV in the medal exchange
i think you can get hood from the beginner exam rewards too
in general, you should focus on developing centaur, portland, laffey, and shouhou as first priority
it will also be beneficial to raise ranger, penn, london, and oklahoma/nevada

yep
limit break any ship you're using. the increase in power is worth it, even though it increases oil cost.
you should also prioritize laffey and portland for retrofits.
