Then right before you fight arbiter you swap the fleet into a boss
Then wait the 24 hours or just spend AP to change back after

i honestly did not know you can swap fleets mid-opsi-season

you can at any blue port anytime
Its just theres an AP cost that gradually decreases to 0 over 24 hrs so you cant rapid fire it
