There are three phases of PR ship development:

  1. Acquiring enough ships (PR1) or tech points (PR2-4) to unlock the ship
  2. Completing the requirements to get the ship in your dock
  3. Enhancing the ship with blueprints to increase its development level (dev level)

Phase 1:

-The requirements to start working on a PR1 ship are pretty self explanatory. Just get enough of whatever class of ship (HMS backline, etc.).
-For PR2-4, you need to meet tech point hurdles. You get faction tech points from three places: (1) acquiring new ships; (2) getting those ships to max limit break; (3) getting those ships to level 120. Most of your tech points for PR purposes will come from (2).
-KMS tech points are often the most difficult to get. You can either wait for a KMS event, or try farming the few farmable KMS ships in the war archives. ---Consult the wiki for more information on which ships you can get, and from where.

Phase 2:

-You have to complete the requirements to get the ship into your dock. These requirements are time-gated and unlock over the course of 6 or 7 days.
-The biggest requirements are getting 3 million XP (or 3.6 million for the rainbow ships) using a particular faction and type of ship. For instance, Seattle requires you to get 3 million XP from using Eagle Union vanguard ships.
-There is no real secret to this beyond using the right ships. You can speed things up by keeping your grinding ships in the dorm for the high morale XP bonus. Making sure one of them gets MVP also helps.
-Your first PR ships will take a while, but later on you can knock them out in a week.

Phase 3:

-This is where the research academy (and the catchup system) come into play. You need to collect 343 blueprints to get a PR ship to dev 30, or 513 for a DR (rainbow) ship. Most ships also have a fate simulation that's like a nice little buff added after the ships have been out for a while. Fate sim costs an additional 165 or 215 BPs.
-Blueprints will come mostly from the research academy. You should set your research focus based on what ship you want to enhance the most. Like if you're set on getting Mainz, you need to focus PR3.
-(Focusing a season just guarantees that 3 of the available research projects will be from your chosen season)
-You can now use coins to get blueprints for PR1 and PR2. You should definitely take advantage of that. They get more expensive the more you purchase per day, but the price resets daily. Most people suggest buying 8-10 blueprints per day.
-For PR3 and PR4, you will need to do research projects. The best way is to take "face" projects for your chosen ship. Face projects will only drop blueprints for the indicated ship. Cube research and "Grant Donation" can also drop blueprints, but for random ships.
-Okay, so the catchup mechanic: You get to select one ship from the menu. Every research project you complete will drop additional blueprints for your chosen catchup ship. So if you focus on Cheshire for catchup, and do a Hakuryuu project, you will get prints for both Haku and Cheshire.
-You can get a maximum of 300 catchup blueprints split among the PR3 ships, and an additional 150 for Drake.
