Well, at that time I was using Hood + Saratoga + Ark Royal. I think that u can go for something like Amagi + Akagi + Kaga

For the vanguard

Probably Atago + Helena + Laffey

For wut I know Atago can tank but there are better tanks. Portland being one of em. But feel free to use her if u like her

For mobfleet

#

Bismarck + Graff Zeppelin + Unicorn + Portland/Phoenix + Z23 + London

Once u limit break Graff Zeppelin she can equipdouble Dive Bomber which should be better for mobs

That vangaurd could also be Z46 (tank) + Z23 and Z1

Which is also a solid vanguard as fas as I know

As for other ships worth upgrading in ur dock, which u might want to know

Swiftsure is a pretty strong boss CL

Sirius is an amazing carrier support in case u run triple carriers

Shoukaku is a pretty strong buffer

U can run Zuikaku with her if u want but is not mandatory

Cleveland is a pretty good mob fleet buffer

#

And has decent AA which can help

#

Saratoga is a pretty strong carrier after retro

And a vanguard buffer

Also pretty good

#

Hyuuga and Ise are pretty strong BB's
