Ideally you want a mob fleet, AP BB fleet, HE BB fleet & CV fleet

For a HE BB fleet you can go with Richelieu, Muse Gascogne & Jean Bart

#

AP can be Monarch, Warspite, Massachusetts

I’d also recommend levelling some tank ships because Belfast & Cleveland will die.

fdg is dev 18 and azuma dev 20, kitakaze and monarch are my only dev30 atm, anchorage is dev21 atm

Chikuma can tank in the carrier fleet once levelled as she buffs IJN carriers

Prinz Adalbert is also usable

Takao can be used. She’s slightly weaker than Portland but usable until you get a better ship.

Also you can offtank with Shimakaze and put Kita in the middle
