Two fleets, one for mob, one for boss, for general use until worlds 10-11:
Mob: Amagi (flag), King George V, Saratoga / Portland, Z46, Magdeburg
Boss: UvH (flag), Enterprise, Essex / Prinz Adalbert, Helena, (free space)
Submarine: (you don't have a lot of stellar options, so use whatever)
Additional notes: Your Ulrich von Hutten isn't max limit break, and I am going to assume getting 3 more UR bulins will take a while so she'll be not the greatest she can be. She can be used in low level content just fine, but keep that in mind once you hit higher worlds.
Overall, you should max limit break whenever you can.

However, I think you could use more general fleet building tips, rather than building specific fleets. Am I incorrect?

You can also browse the tier list in the same website, for gearing and other tips. I'mma regurgitate some things for the ships you do have, at least the notable ones:
Amagi: A good battlecruiser, suitable anywhere.
Helena: A top tier light cruiser, suitable in the boss fleet.
Enterprise: a really good carrier, suitable in the boss fleet.
Portland: A really cheaply available tank. Put her in the left most slot.
Saratoga: A dive bomber focused carrier, but can be used anywhere.
San Diego: A meme tier light cruiser when not retrofitted, decent one retrofitted, god tier if used in worlds where anti-air really matters (worlds 12-13)
Z46: A good generalist destroyer. Mob fleet mostly.
Laffey: Ditto.
Unicorn: A healer carrier, use in mob fleet.
Essex: A good generalist carrier, use with other Eagle Union carriers and ships.
Ulrich von Hutten: A top tier battleship, usable anywhere.
Yukikaze: A destroyer that has really no business being tanky. Usable anywhere, but be warned - while her skill grants her some tankiness, she doesn't do that well in mid game or late game content.
Sirius: A light cruiser that is good buffing carriers. I'd say dont worry about her right now.
Hood: A good barrager battlecruiser, usable anywhere.
Dido: An usable light cruiser, usable anywhere but preferably with Queen Elizabeth and other Royal Nacy ships. Skip unless you're going down the faction fleet rabbit hole.
King George V: A good battleship. If equipped with a specific gun, she's good in a mob fleet.
Prinz Eugen: A noob trap. Shes very tanky, but not great at anything else.
Avrora: Has a great buffing skill but shes kinda terrible at anything else.
Javelin: An usable destroyer. Laffey is better, thought.
Jean Bart: A good battleship, most used in a mob fleet.
Magdeburg: I'm told shes good at mob fleet...
Atago: A decently tanky heavy cruiser. Not the greatest, though.
Prinz Adalbert: A slightly less great Prinz Heinrich, kinda tanky and does good DPS.
