Just use 23 for now and get some ships. clearing 2-1 gives you portland from rookie mission that you should also use.

use the common dupes to enhance your other ships (like 23), or for limit break, or retire

has to be same dupe or bulin to limit break. Enhance can use any, but you should mainly use commons for enhance

Not really, but works for all content. Most just have it active all time.
