you can do something like: portland sandiego seattle if you have her
but then portland helena sandy probaly is the better vanguads
you can use seattle in ur second fleet

i'll try simple this for you
for main tank slot
portland > a lot of ship
middle slot, helena in boss fleet > everything > sandiego > seattle > laffey
for off-tank - right most slot: sandiego > seattle in most content
