if you need the names

SF Neptune gun, twin 120 gun from gear lab, quad bofor, toolbox and rudder/washing machine from research

seattle gun, twin 128 from kms gear lab, quad bofor, damage control from collections, SG radar

Tallinn/baltimore/CA's in general
roon gun or nep gun, torpedo isn't a big deal, quad bofor, toolbox rudder

for general you should be fine if you can't farm opsi

if you want best in slot stuff, then yes you might need to do operation sirens
