since most mobs is handled by 1st fleet the mob fleet.. usually they're used on stronhold/abyssal (for the dedicated CV's)

for parallel torpedo i guess no slow won't matter. a bit different circumstances if its converging right? because while 20% damage buff is great. slow makes converging torpedo more consistent on hitting single targets
