There is no best fleet…. The content in Opsi is extremely easy. Should be doable with 1mob, 1 boss, and 2 fleets of cross fleet barrage/buffs.

You can use CV for arbiter: York2, Fritz, Implacable, Eldridge, Kazagumo, Sirius
Can swap Eldridge for another tank if using Implacable
BB Lion, BisZ, Alsace, Laffy2, (anything even Helena), Plymouth
