Answering because no one else has yet, try to leave Monarch until you can get her to dev30, you can buy 10 prints per day for only 3000 coins which will take you 35 days to go from dev0 to dev30. Backline ships which should help you get to W13, in no particular order; Unicorn, Indomitable, Constellation, Essex, YorkMETA, Independence, Saratoga
