Fleets are typically purpose made. So it depends what you're doing what each "best" fleet would be.
For campaign mobbing up to w13 that backline in fleet 1 is fine, as is kazagumo, but Unzen is not a tank and Helena isn't great for campaign. Fleet two Monarch is a bit of a weak link there but otherwise it's okay (once leveled, at any rate) again for campaign to w13.
I don't see any ships in your dock you're not using that are notable besides Laffey 2 and Eldridge. Eldridge requires an event limited item to retrofit however, so if you don't have that she isn't useful.
I will say, do not partially limit break ships. I see several SRs with partial limit breaks. Don't know if you got dupes or spent bulins but don't spend bulins on partial limit breaks. Spending dupes for partials is fine.
