these are the reason. better to post your dock to see if there are any gold ships that can sub them. also probably gear is not that good. you don't have good anti air as well.
dr without dev30 is worse than gold ship. ply probably can go to your first picture, which is boss fleet, to replace drake and work as just a buffer.

using a 4th carrier to bring your ACV up would probably be a big help
incomplete Drake and Plymouth aren't helping

you'll be using toolkits right up to endgame, there's basically no replacement besides some 550HP auxes but those have no regen so the net effect isn't much difference

fairly safe to have maybe a dozen of them lying around
DDs usually want to use 2 HP auxes and the easiest is to just slap 2 toolkits

Helena is a fairly strong boss fleet buffer up to ch13, as long as you can sync your main fleet attacks to her procs
