The thing is once you have 2 fleets done, other than upgrading a few more situation specific ships, youre mainly just upgrading fleet tech ships to unlock stuff in shipyard which you cant really keep alive in worlds higher than 12.

Mostly when farming for fleet tech you only mlb the ships so up to lv 70. So probably like dorm or xp book up to 40 then carry in w12 to 70. But you dont need to worry about that yet for a while. Just explaining why you sit in w12 for a long time.

Biggest thing with farming tech points is being careful about using gold bulins. They are pretty limited and you want to save those for good ships to strengthen account first. Purples and blues are free game

IB ships are hard to come by so farming Chessboard would be a decent way to get some. Think there's 1 or 2 other IB ones as well. Once you get enough points start researching Roon in PR1

Start Roon then. Avoid the PRs and DRs than cant be coined early on. They are like URs(all ships tbh), useless unless MLB. You can tell if they are coined by the coin symbol on the blueprint below them. PR5 and below ships can be coined but DR4 and below can be coined but not DR5 ships

PR/DRs stats are locked behind the Dev Levels. Dev30 is MLB FYI
