For ships in PR4 and under you can spend coins to increase their dev level, but only after you've spent all the prints you own for them.

It's recommended to get 10 a day for a DR and 15 a day for a PR; so you can begin developing Agir.

Developing Gasconge isn't ideal unless you're doing the PR Min-Max, if you can begin developing Anchorage that would be a lot more valuable then Gasc

You can swap PR Development without losing the progress on the previous one so there isn't a penalty for dropping Gascogne

Unicorn Retrofit, Lion, Bismarck Zwei, Portland (Portland is better than Prinz Eugen), San Francisco and Helena are all ships you should really level to 120 - 125 (120 for Portland & San Francisco)

You can develop Saint Louis if you'd like due to the three named Vanguards being Eagle Union Vanguards

Eldridge is also a really important ship to develop; San Diego & Enterprise aren't as high priority as Eldridge but are only 2 Bulins each away from being 6*
