you have cleared all zones (72 is the max)
the center only opens once you finish the entirety of all story missions which is the red exclamation marks
some story missions (i dont remember if these do) also have no marker but require you to do something specific (check "information" when in a zone for mission list)

i have been in the center earlier this month for the story-finale. Where we fight the three Arbiters with Hiryuu and AR-meta

well each zone gives minor rewards but there is no reward for doing everything by itself
you should however still do everything every month for that minor loot
and then clear all the icons especially since thats the main crux of the loot of opsi
arbiter itself both normal and hard also give loot but that also technically doesnt strictly require you to clear the entire map (just all of story and the zones around it)
the main gameplay loop of monthly opsi is basically: clear all zones -> clear all icons (repeat regularly) -> get 203/203/156 adatps if you dont already -> kill arbiter and at the end of the month you clear any remaining icons if any or dump the remaining AP in any corrosion 3 or 5 zone depending on how much time you have (C3 takes more time cuz itd require stopping for akashi, c5 is faster)

i have cleared the red !-mark and it unlocked what i believe to be Arbiter-hard
