Repulse is also very good after retrofit deals very good damage plus has good survivability

Well unicorn is a good investment for long term
As for repulse if you're requiring to clear chapters quickly then she's a good option same for laffey, long island, Indianapolis, arizona
Also if you have portland she's very good till when you reach hard chapter like 12
Consider investing on portland too
No need to hold off bulins for unicorn since you can get 3 per weekly

How viable are lower rarity units compared to 3 star and up? The whole leveled and upgrading system in this are lot more complex that the other games I play

Perfectly viable till early chapters like till 11
But for 12 and above you might need better and proper fleets
