If you want to know the workaround, find the secured zone with the missing secured star, visit it in "explorable" mode, then get the spoils of war. It'll jump you to Liverpool.

Yeah I have it in all the sectors
I'll play all the sectors in Explorable just in case, but I just checked and all of them have that star
So I got in the explorable mode in a random one and it got me into liverpool instantly
okay then...
Atleast they wont cost AP, still annoying to maybe do it up to 15 times
