I am a returning player coming back after yet again a small break. I mostly log on to collect URs and then don't think about the game for months. I am inspired to learn the game but need help with building fleets. I am at stage 11-3 in the story and want to start doing Operation Siren.

so many better options
you could maybe raise her if you wanted a 3rd opsi fleet to take a stab at arbiter clears and for abyssal zones but it would be basically lowest priority
