With only 1 gold bullin to spare you can't afford to use any more SR ships right now. Maxing Royal Oak, and possibly replacing Pompeo with Scylla, will use them up for a while.
Use Ark Royal instead of Strasser.
Leveling is a matter of running the highest stage you can in early game. The event stages are good, and it's last day of that so if you haven't farmed it much now would be the time to get as many tokens as you can to buy stuff from shop.

How do people usually level-up their ships? By doing some low-level story maps with one strong ship?

No, run your whole fleet, the highest campaign stage you can (when event ends). Keep running it until you're strong enough to move up to the next one. There's not any benefit to farming lower level stages or using partial fleets.

Yes. You'll want to limit break her as soon as possible too. A non limit break ship is basically 1/3-1/4 as strong as at max limit break. You'll be limited by levels to start but always limit break as soon as possible.

I was planning on. retrofit Ayanami (already started) -> Portland -> Unicorn. I should switch priorities and make Unicorn higher?
So my plan is slowly replace Pompeo with Scylla, replacing Strasser with Ark Royal.

Unicorn is the absolute highest priority ship to retrofit.
Do x-4 hard mode stages daily for carrier retrofit prints.
